In my eight years of traveling I have gotten the most inexpensive deals (domestic & international) from Priceline. Of course there's a catch of not knowing the time of flight. If you are okay with that, priceline's the better choice. I flew to Frankfurt on Lufthansa in July 2005 for just $278.

It has been my experience that Hotwire is the cheapest place. I travel a lot. Actually, about once a month and I usually shop around, but usually Hotwire has the cheapest stuff.
